convert CR1000 data files to TOB1 in Cardconverter

I'm having trouble in converting CR1000 eddy covariance raw data files to TOB1 format in Card Converter.
Card Converter doesn't even see the files. What could be the problem?

The original file must be a TOB1, TOB2 (obsolete format), or TOB3. It must also have a ".dat" extension.
