The software that I am using is: Pc200w_4.1
In the datalogger(CR200) itself there are two lights: red (scan) and green (receive). As long as the datalogger receives power (external power supply or battery), the red light starts blinking (like transfering data) and never stops. Therefore, I cannot communicate with the datalogger, it is like no datalogger is connected. With this problem I cannot even change the software of the datalogger. NO COMMUNICATION AT ALL.

The red LED flashes when the program scan occurs. The flash means that the datalogger is executing its program, and should not affect being able to connect to it.
The CR200 is a PakBus device and thus has a "PakBus Address". The default address is 1. The address used in PC200W (assigned when stepping through Setup) needs to match the address of the datalogger.
Have you tried connecting directly to the datalogger using Device Configuration Utility?
